Herb Kohl is a US Senator, however writing him didn't get much 
of a response.

This is the response I got:

"Dear Mr. Miller:

 

Thank you for contacting me. I always enjoy hearing from people 
back home in Wisconsin, and I welcome this opportunity to 
address your concerns about possible interference to GPS.

On January 26, 2011, the Federal Communications Commission (FCC) 
granted LightSquared Subsidiary LLC (LightSquared) a waiver for 
a Mobile Satellite Service (MSS) license in the L-Band. This was 
in response to a November 18, 2010, LightSquared application for 
modification of its Ancillary Terrestrial Component (ATC) 
authority. On November 19, 2010, the International Bureau issued 
a public notice to request comment on LightSquared's request. 
Comments were due on December 2, 2010.

Though the FCC determined that LightSquared's proposed service 
does not satisfy the integrated service rule, it modified 
LightSquared's MSS/ATC authorization by a conditional waiver 
after determining appropriate potential use of the MSS L-Band. 
The FCC included specific conditions in the January 26 
authorization, and observed that if LightSquared deploys its 
integrated satellite/terrestrial 4G network, it will provide 
mobile broadband in remote and rural areas and areas where 
terrestrial-based networks are unavailable. 

Some have raised concerns about potential interference to GPS 
receivers that LightSquared's base stations may cause. The FCC 
recognizes these concerns, and recently established a technical 
working group within the Spectrum Task Force to examine this 
issue further.
