[WIARC] 147.030 and 147.195

Wednesday evening it was apparent that the 147.030 repeater was off the air.
WB9EWM and W9WE have it back and running but they took the 147.195 repeater
off the air to do so.

Currently, 147.030 should be pretty much functioning as normal but 147.195
will remain off the air until a fix or replacement is found for the failed
hardware that was being used on 147.030.
