[WIARC] Elmer volunteers

At the September meeting, it was suggested we restart the Elmer Corps.

Members of the Elmer Corps will be volunteers that are willing to be
available to help club members find answers to technical, procedural or
rules questions. As an Elmer, you will agree to answer email or telephone
calls from those seeking help. I hope we can do this without having to
publish contact information on the web.

If you are willing to help, let me know via direct email. So far, NR9Q,
AB9DU and NG9R have indicated to help.
