Howdy!
We had a great turnout for last night's meeting!  There were 18 members and
guests at the Moorman Park shelter plus three others who called in on the
conference line.  It was nice to have our ARRL Illinois Section  Manager,
W9RY, in attendance.  I think many enjoyed the brief "swapfest" that
occurred prior to the meeting.  A fair number of treasures were
exchanged....mostly from one shack pile to another...but that's the way it
goes.

Going forward:
1) There is no indication that the American Red Cross building will be
available for the November meeting.  It's unlikely that the weather will be
favorable for meeting outside....unlikely, but possible....  Therefore, the
Executive Committee will need to make a decision regarding the venue for the
November meeting. Suggestions welcomed.

2) I think we will try having a ZOOM call in November rather than a
conference call.  Anyone with a smart phone or computer should be able to
join.  I have a ZOOM account, but it is a freebie and will cut us off after
40 minutes.  Unless someone in the club has an unlimited account, we'll go
with that and see how it works.  The purpose is to allow those who call in
to hear a bit better and more fully participate.  I think most of you are
familiar with ZOOM by this time.

3) ILQP is coming up in just over a week.  Please plan to get on the air on
the 18th and support the club and the operating event.

That's pretty good, with only 20 watts.  They told me that your signal was pretty strong.

Also managed to get Ron Rose, AA9GL, yesterday.

I've always had trouble, from my home station, with propagation to the midwest, but our special event station was only 100 watts, and the beam only about 30 feet or so, so not a huge station.

Good hamfest...Friday was understandably slow, but Saturday turnout was very good.  Lots of hams looking for someplace to spend some money, and get out of the house.  Disappointing that the Orlando Hamcation has been cancelled for February, 2021.

After doing some more research, it appears W9DP was not assigned from 1979 until 1996. Prior to that, it was held by at least 3 different hams, so I think I am the fifth ham to be assigned W9DP.

Remember, the Illinois QSO Party is tomorrow, Sunday, from 12 noon until 8
PM local time (1700 UTC to 0100 UTC Oct 19).

I have only heard from a few club members with intentions to get on,
hopefully others will be on as well. If you do nothing more than work a few
local club members, it is a help to the club total core. We will use 146.550
for ILQP QSO's on 2 meter FM, 50.125 or slightly above for 6 meters SSB
contacts. Leave your 2 meter radio on 146.550 and work whoever you can
tomorrow.

Fees Proposal

ARRL will file comments in firm opposition to an FCC proposal to impose a
$50 fee on amateur radio license and application fees. With the November 16
comment deadline fast approaching, ARRL urges members to add their voices to
ARRL's by filing opposition comments of their own. The FCC Notice of
Proposed Rulemaking (NPRM) MD Docket
20-270 appeared in the October 15 edition of The Federal Register and sets
deadlines of November 16 to comment and November 30 to post reply comments,
which are comments on comments already filed.

ARRL has prepared a Guide to Filing Comments with the FCC which includes
tips for preparing comments and step-by-step filing instructions. File
comments on MD Docket 20-270 using the FCC's Electronic Comment Filing
System (ECFS).  The instructions can be found online at,

Under the proposal, amateur radio licensees would pay a $50 fee for each
amateur radio application for new licenses, license renewals, upgrades to
existing licenses, and vanity call sign requests. The FCC also has proposed
a $50 fee to obtain a printed copy of a license. Excluded are applications
for administrative updates, such as changes of address, and annual
regulatory fees. Amateur Service licensees have been exempt from application
fees for several years.

The FCC proposal is contained in a Notice of Proposed Rulemaking
(NPRM) in MD Docket 20-270, which was adopted to implement portions of the
"Repack Airwaves Yielding Better Access for Users of Modern Services Act" of
2018 - the so-called "Ray Baum's Act." The Act requires that the FCC switch
from a Congressionally-mandated fee structure to a cost-based system of
assessment. In its NPRM, the FCC proposed application fees for a broad range
of services that use the FCC's Universal Licensing System (ULS), including
the Amateur Radio Service. The 2018 statute excludes the Amateur Service
from annual regulatory fees, but not from application fees. The FCC proposal
affects all FCC services and does not single out amateur radio.

ARRL is encouraging members to file comments that stress amateur radio's
contributions to the country and communities. ARRL's Guide to Filing
Comments includes "talking points" that may be helpful in preparing
comments. These stress amateur radio's role in volunteering communication
support during disasters and emergencies, and inspiring students to pursue
education and careers in engineering, radio technology, and communications.

As the FCC explained in its NPRM, Congress, through the Ray Baum's Act, is
compelling regulatory agencies such as the FCC to recover from applicants
the costs involved in filing and handling applications.

In its NPRM the FCC encouraged licensees to update their own information
online without charge. Many, if not most, Amateur Service applications may
be handled via the largely automated Universal License Service (ULS). The
Ray Baum's Act does not exempt filing fees in the Amateur Radio Service, and
the FCC stopped assessing fees for vanity call signs several years ago.

To Whom it may concern:
I would like to register my strong objections to the $50 licensing fee being
proposed for amateur radio licenses.
The amateur service is a VOLUNTEER service.  
One of its primary purposes (stated and observed) is public service.
The Amateur Service provides an entry into other valuable technical services
that benefit the public through technological development and advancement.
Many amateur radio licensees are young people (some as young as 7 or 8 years
of age) who have been drawn to the service by their interest in technology,
international goodwill, and public service.
Many other licensees are retirees whose contributions have been, and
continue to be, monumental.
A licensing fee of $50 for new, renewed and modified amateur radio licenses
is burdensome, onerous, unnecessary and counterproductive.  It flies in the
face of maintaining and enhancing a voluntary public service that is
dedicated to technological advancement and international goodwill.
Please abandon the plans for this licensing fee.

Subject: [WIARC] November meeting information

Since our area has been seeing a huge increase in COVID 19 cases, we will
hold the November meeting of the WIARC online using Goto Meeting. Originally
it was discussed that we use Zoom but our host, AB9QW,  has decided to use
Goto Meeting instead.

The meeting will be Wednesday November 4 at 7:00 PM. If you want to attend,
please send me a direct email letting me know and I will email you the link
and code to join. Goto Meeting is very much like Zoom, no app is needed, you
simply click on the link I send you and follow the instructions on the web
page the link takes you to. You can use a camera but you may also elect not
to and use audio only. There will also be a phone number to call in, but it
is not a local number and may cost long distance charges for some.

Subject: [WIARC] NG9R DX Cluster node

For those of you that use or have used the DX Cluster node NG9R in the past,
it will be going offline next week. CC Cluster node W9DP has taken it's
place.  Node W9DP will be exactly the same software as NG9R was but you will
need to connect to W9DP by using the address 206.71.220.150 port 7373

The November edition of the Western Illinois ARC newsletter is available for

The newsletter mentions we will be having an online meeting but we will be
using Goto Meeting instead of Zoom. That does not require you do anything
different, anyone wanting to attend will receive a link that will take you
to a web page where you will have to enter a couple of pieces of information
after which you will join the meeting. You can use a camera if you wish, or
you can just use audio. A phone number will be provided for those that
cannot use their computer but the number will likely be a long distance
number and might cost long distances charges for those without a long
distance phone package.

key. I heard Dave had a heart attack as he slept.

Wow, I'm sure sorry to hear that.? Dave was a good guy and worked hard 
on behalf of the WIARC.? I'm sure he will be missed by his family and 
friends both in Quincy, in Indiana as well as in the Quad Cities.
