Case in point (on rules sources): 

I received in the mail today a flyer from the Florida QSO Party, announcing 
their next event, April 23 and 24, 2005.  While it was nowhere near as 
extensive as the rules section on their website 
(http://www.floridaqsoparty.org/), it provided all the basic info, including 
a listing of the 67 Florida counties and their standard abbreviations.
