[WIARC] ice and antennas

We really out to look at putting one of the repeaters on battery back-up.
It wouldn't be too hard but it would take a little cash outlay.  The .94
machine only needs a couple of batteries, the charger is already in the
transmitter.  .03 would be a lot tougher and expensive.  Maybe something to
bring up at the repeater board meeting Jim?
