[WAR ] Question on using P25 on SNP for testing only

Asking this here since my personal emails are going unanswered (two 
weeks is long enough to wait).

I have a friend that wants to start testing a repeater he owns while 
waiting for proper coordination. I told him that within the
WAR guidelines there are a few "Shared Non-Protected" pairs that he 
might be able to use.

For the SNP pairs listed, can he run any mode such as P25?

Also, if I wanted to upgrade my repeater to run P25, do I need to 
re-file the coordination as long as nothing else changes?
