For those who are interested, below is the eclipse forecast released by the Pittsburgh NWS this morning. They are not very optimistic in terms of our seeing the sun this afternoon. 

Nevertheless, I will attach a graphic that lists the timing for the eclipse here in Morgantown. Other local areas should see similar timing.

As for the cloud cover forecast... We can summarize it this way: 

If you are east of I-79, even the best case scenario tends to be pessimistic of viewing conditions. Unfortunately there will be broken to overcast clouds at 3 PM. 

For areas west of I-79, we'll call this the "so you're saying there's a chance" of seeing the eclipse. Depending on the timing of the moisture movement, this area could also see a cloud deck prevail. Still, you may get lucky if you are in the right place at the right time.
