[W8MWA] Advisory: Winter Storm Warning and Winter Weather Advisorie

Fron the NWS Pittsburgh:

The Winter Storm Warning and Winter Weather Advisories have both been
expanded, with the Warning now in effect for eastern Monongalia/western
Preston ridges, and the Advisory now in most of Monongalia and all of
Marion.

The other main change was to shorten the Winter Weather Advisory in time to
1 PM Friday, as it is now expected that most lowland precipitation will be
rain by that time.
