[W8MWA] Repeater update

Randy & I worked on the 145.43 repeater today.

As we worked through the system it became clear that the underlying problem
is desense.  To help control that we added a filter "can" to the receiver
system and turned the transmit output power down.  The repeater ERP
(effective radiated power) is about 28 Watts right now, but with a very
good location.

This change should help with the receive interference, although the
repeater may be a bit harder to hear.

Work will continue to get the repeater back to it's prior status, hopefully
this summer.
