[W8MWA] C4FM Simplex Suggestion

Doing a little research on suggested simplex frequencies for C4FM and 
found that there are no set standards as yet. Seems that some groups are 
using 147.525 as a 2M calling frequency.  This is in a range set aside 
for simplex use so it should be fine to use that. I propose we hold our 
simplex C4FM operations to this frequency until such time as something 
official comes along.

I also looked for 70CM simplex and it appears that there isn't any 
consensus on where simplex C4FM should be at this time.  Looks like most 
are just using repeaters or picking a 70CM simplex frequency and using it.
