[W8MWA] Proposal for c4fm (System Fusion) simplex net.

I heard some fm at 6:00. Not sure who that was.  C4 QSO with N8HGL.  Could
hear KD8YNY but guess he couldn't hear me.  All about S3.  Digital voice
sounds really good at that level.  No other signals.  QTH was Camp
Mountaineer.
