Bill,
The location doesn't really matter to me. I know jake mentioned doing it at Mason-Dixon as a sort of warm up for field day. So I guess it depends on weather or not we want to do a field day style operation for the wvqsop or something a little bit different. 

If its available the ten tec from the radio room at the "ham shack" at the red cross is a great rig and one could make the argument we could all use a little practice time with it just incase we ever need to use it. If, for some reason, that rig isn't available I can bring my Yaesu. 

As far as operating the wvqsop I'm not sure what the rules are around a club or multi-op station are. Would we be better off with multiple rigs exactly like field day or should we just stick to a single rig?

What are your thoughts?
