Charles A. Bliley, age 79, of Webster, NY passed away peacefully with
family at his side after an unexpected illness on Monday, October 6, 2025.
He was born in Erie, PA on January 12, 1946, the son of the late Isabelle
Bliley Kaiser and F. Dawson Bliley and stepson of the late Lawrence F.
Kaiser; brothers David and Richard Bliley; and his loving wife of 30 years,
Deborah A. Bliley. He is survived by his loving wife of 15 years, Marilyn
Swanson Bliley of Webster, NY; son, Thomas D. Bliley of Henrietta, NY;
daughter, Elizabeth (Michael) Waring and their children Nathaniel and Adam
Waring of Henrietta, NY; a sister, Jean (Carl) Everberg of Longmont, CO; a
brother, John Bliley of Boulder, CO; step brother, Gary (Rohnda) Kaiser of
Tucson, AZ; sister-in-laws, Mary Ann Bliley, Judy Bliley, Kathryn (Michael)
Noble-Fraley, and Lisa (Peter) Barczynski of Erie, PA. He is also survived
by many cherished friends, nieces and nephews.

Known as "Chuck," by family and friends, he graduated from McDowell HS and
attended Indiana Institute of Technology before leaving college to join the
Coast Guard. After his service, he attended, and graduated from Edinboro
University, with a degree in Communications.

Graduating first in his Coast Guard class, he was given the first pick of
18 different assignments. While he knew little of the South Caicos's remote
location, it was by far the best choice during the Vietnam War and he was
lucky to have served there. While being proud of his service, he also felt
like he didn't deserve the same level of thanks for his service like his
fellow servicemen who served in Vietnam. While stationed in South Caicos,
Chuck sorely missed his ham radio hobby that he developed a passion for as
a result of his parents own ham radio interests. He proudly set up a ham
radio station and got special permission to patch calls through so fellow
"Coasties" could talk to their loved ones back home.

After graduating from Edinboro, Chuck worked at Warren Radio, in Erie, PA.
Looking for something different, he received a job offer at Harris RF
Communications, in Rochester, NY

moved the family to Henrietta, NY. His career as a technical communications
writer led him to write technical manuals for various products over his
career for Harris, General Railway Signal, and Microwave Data Systems where
he retired from as manager of communications. Throughout his career, he
traveled to the Middle East and welcomed coworkers from overseas to the
Rochester area with great pride in our community and country.

Chuck loved the natural world and appreciated all of the beauty in God's
creation. Taking a walk in the woods was where he communed with God. His
natural curiosity of the world was contagious. He loved taking his children
on day trips and hikes around the area. Some of his favorite places to take
the family were Letchworth and Watkins Glen State Park, and Mendon Ponds
Park. "Papa," as he was known to his grandsons, created the "Explorer's
Club" to share his love and wonder of the world with his grandchildren.
Complete with personalized badges, "Papa" enjoyed sharing his favorite
trails with Nathan and Adam and teaching them about the natural world
around them. He was thrilled when the boys joined the Boy Scouts of
America, and extremely proud of Nathan accomplishing the rank of Eagle
Scout, and was excited to hear of Adam's progression toward earning this
rank as well.

Chuck's hobby and passion in his later years was researching and producing
family genealogy resources. He met so many cousins, and family, from far
and wide who were so helpful in his research. What a gift he left behind
for all of his loved ones. He would be honored if you would take some time

His generosity extended beyond the family to various charities for which he
donated with regularity. Chuck generously gave to the March of Dimes,
Willow Domestic Violence Center, Disabled American Veterans, and the
American Cancer Society.

Family and friends may call, FRIDAY, October 17, 2025 at the Miller Funeral
Home from 4:00 – 7:00. Service on Saturday, October 18th 11:00 AM at
Transfiguration Lutheran Church 3760 Culver Road, Irondequoit, NY 14622

Private burial in Laurel Hill Cemetery, Erie, PA.

The family would like to express sincere appreciation to the countless
medical professionals and friends who have offered their services, prayers,
and support. Specifically, we want to thank the wonderful staff from
Rochester General Hospital and the Hildebrandt Hospice center for their
compassion and support.
