My guess is probably CB.  That's what we used when I plowed.
 
1.  There is no listing in the FCC database for SKS or Scott Kosack,  the 
owner.
 
2.  Most plowing companies hire seasonal sub-contractors who must  supply 
their own trucks etc.  Not very likely they would install a  commercial radio 
for just a few months.
 
3.  With almost everyone owning a cell phone, why bother buying a  radio.
