[W3GV] Echolink Now Active on 146.820

As brought up and approved at the December RAE meeting, Echolink is now available on one of the Radio Association of Erie repeaters. As of today, Echolink is available on the 146.820 repeater. The Echolink server is being hosted at John N3NKV's QTH. Thanks go out the following people: Ron WB3DOM for the donation of the power supply for the link radio, Doug AD4UL and JAFA KB3VJZ for helping out with the testing of the audio levels.
The Echolink connection will only allow 2 connections to the node at once so that bandwith is not get depleated.
What is next:
1) Minor Fine Tuning of a few things
2) Change over of the node callsign from N3NKV-L to W3GV-L
3) Various Changes need to be made to the 61 controller in order to handle Echolink on a permanent basis.
4) Change link frequency to 146.610 mhz from 146.820 mhz.
