[W2CRA] Update to Senior Pass Admissions at Round Valley boat ramp

The gatekeeper at Round Valley Boat launch said rules have changed regarding Senior Citizen Pass free admissions.

No longer accept free admissions to launch area with Senior Citizen Pass (need to be 62 to get one).  

One needs a fishing license or a hunting license valid in 2026 to gain admission.

Or one needs to be over 70 (me), then are exempt and get free admission to boat launch parking lots.  I use this area for a scenic POTA US-7505 activation.
