[W2CRA] CRA: 444.85 Interference

There is another repeater on 444.85 about 300 miles to the North that is operating "upside down".  That is, it transmits
on our receive frequency and receives on your transmit frequency.
I haven't been able to get any ID on that repeater.  Nobody answers calls.  It doesn't have a time-out timer or PL
tones.
In other words, it is a rogue repeater.

Working on it but not much hope till we make an experimental change on our repeater.
