[W2CRA] Field Day Guidelines

Apparently there is some confusion and misinformation regarding the 
Field Day Guidelines.

We put our guidelines in front of the township and OEM and have agreed 
to them as they stand.  Because this is an outdoor event, there is no 
need for temperature checking or asking screening questions.


Please reference the guidelines below for what we/you need to do.
