[W2CRA] CRA: Propose DMR Special Interest Group

I'm proposing to start up a DMR Special Interest Group (SIG).
This group is for those having DMR radios and those who have a SERIOUS interest in getting into DMR; no kibitzers
tolerated.
To start, we'll meet just prior to the club meeting ~6:45 - 7:00 ish.
Objectives: share learnings, code plugs and contact lists.
