I have no problem at all with the intent of WT Docket 04-140.
I am particularly happy that "wideband digital" modes will be moved into the domain of other wideband emissions.  It's been this way in the past (SSTV) and should remain so.
However I do anticipate a lot of backlash from those who think they "own" or have inherent "rights" to a particular frequency.  They are going to be the ones whining and crying.  It is to them I address this advice: Grow Up - It's a HOBBY!
