SITUATIONAL AWARENESS STATEMENT

SUBJECT: Major Winter Storm Today into Tomorrow
Situation
The track of the storm has shifted west, which will lessen snowfall totals in eastern and southeastern MA, but also brings the rain/snow line farther north. In addition, winds will be slightly stronger: The coastline will experience high winds in the late morning and early afternoon, tapering off in the evening, with the outer Cape and Nantucket experiencing sustained winds of 40-45 mph and gusts up to 75+ mph, Cape Ann experiencing 45-50 mph sustained winds and 60-70 mph gusts. Other areas including central and western MA will experience 25-30 mph sustained winds with gusts of 40-50 mph.
Snow is now falling across the majority of the Commonwealth, with rain falling over Nantucket. Snowfall rates of 2 inches per hour have been reported in western Massachusetts with reduced visibilities of ¼ - ½ mile. This extremely heavy snowfall will move east during the morning, with snow falling at a rate of 2-4+ inches per hour, and continuing to fall at this rate for several hours before tapering off in the afternoon. Peak snowfall will occur between 10 a.m. and 3 p.m. Snow may change briefly to sleet or freezing rain in the late afternoon in central and northeastern MA. Precipitation will end in eastern Massachusetts by mid-afternoon, but will linger into tonight across much of the rest of the Commonwealth.
Minor to moderate coastal flooding is expected with this storm during the early Tuesday afternoon and 1 am Wednesday high tides, although the 1 am Wednesday time may now be a lesser event. The most vulnerable areas for coastal flooding would be east and northeast facing coastlines for the Tuesday afternoon high tide, and north and northeast facing coastlines for the early Wednesday morning high tide.
The storm is expected to produce:
· A widespread 12-24 inches of snow north and west of Rt. 495, with higher totals falling in western Massachusetts. Some areas of far western MA may see totals as high as 30 inches. Approximately 6-12 inches of heavy wet snow will fall in the Boston-Providence corridor. Southeastern Massachusetts and the Cape and Islands will see lower totals as snow transitions to rain Tuesday afternoon.
· Very heavy snowfall rates of 2-4+ inches per hour, continuing for up to several hours.
· Isolated thunderstorms.
· Damaging wind gusts (30-50 MPH inland; 50-70+ MPH along the coast).
· Potential for minor to moderate coastal flooding, especially during Tuesday afternoon/early Wednesday high tides.
Potential Impacts:
· Hazardous travel due to near-zero visibility at times.
· Downed trees and power outages, especially in areas of eastern Massachusetts where snowfall is wet and heavy or where snow is expected to transition to rain.
· Blowing and drifting snow is a concern; up to 3 foot drifts possible.
· A few flooded shore roads, possible pockets of more significant flooding.
· Urban and poor drainage flooding is possible in areas that receive heavy rain this afternoon.
· Potential icy conditions overnight as temperatures in southeastern Massachusetts drop into the teens Tuesday night.

Public Health Update:
· The DPH Office of Emergency Medical Services has issued temporary waivers effective through tomorrow morning which ease staffing restrictions on ambulances and allow ambulances to transport individuals to shelters when other methods of transportation are not available.
Transportation Update:
· Amtrak has cancelled Acela service between Boston and New York City today. Regional and Downeaster services will be limited.
· Many flights have been delayed or cancelled due to weather conditions. Travelers are advised to contact their airline to determine flight status.
· The Steamship Authority reports that all of today's remaining ferry service to Nantucket has been cancelled due to high winds and rough seas. Ferry service to Martha's Vineyard will continue on a trip-by-trip basis.
· All MassDOT districts are in snow and ice operations. No major incidents to report at this time. A total of 3,044 pieces of equipment and 692 MassDOT personnel are currently engaged in snow and ice operations statewide.
· As of 7:00 AM, the speed limit on the Mass Pike has been lowered to 40 MPH. Tandem trucks and those requiring specialized permits will be restricted from the Pike. The HOV lane will be closed for the morning and evening commutes.
· MA State Police report heavy snow in central and western MA and low traffic volume statewide, with some minor spinouts in western MA.
· The MBTA has deployed anti-ice trains on all heavy rail lines and plow trains on all lines.
· The MBTA reports that the Commuter Rail will be running on a severe weather schedule on Tuesday. Ferry services will be suspended and bus shuttles will replace service on the Mattapan line. All other services are planned to operate regularly.
· Customers of The RIDE paratransit services should expect delays in service. The RIDE strongly recommends that customers check with the contractor serving their area directly as services may be curtailed.
· The Department of Conservation and Recreation (DCR) will institute a parking ban on all agency managed roadways within municipalities in the Greater Boston area commencing at 7:00AM. Residents with a South Boston parking sticker will be allowed to park at the Castle Island parking lot.
· DCR Flood Control has been in communications with Revere DPW, DCR Operations, and Rangers regarding the flood gate at Winthrop Parkway. The gate will remain open at this time due to the timing of winds before high tide. Some splashover is anticipated and staff are prepared to redirect traffic if necessary. Flood control staff will be available on site for a closure if conditions change.
Executive Branch State Office Closure for Tuesday
Governor Baker has announced that Executive Branch offices will be closed for all non-emergency personnel on Tuesday, March 14.
MEMA Operations
The State Emergency Operations Center (SEOC) at MEMA Headquarters in Framingham has activated to Level 2 (Partial) as of 6:00 AM this morning. At this time, the following ESFs have committed representatives for the SEOC:

· ESF-3 (Public Works/Engineering): Department of Conservation and Recreation
· ESF-6 (Mass Care/Sheltering): American Red Cross
· ESF-8 (Public Health/Medical): Department of Public Health
· ESF-12 (Energy): Department of Public Utilities, Eversource, and National Grid
· ESF-13 (Public Safety/Security): Massachusetts State Police
· ESF-16 (Military Support): MA National Guard
The MEMA Regional offices in Tewksbury, Bridgewater, and Agawam are also activated.
MEMA will continue to participate in conference calls with NWS, monitor the situation, and issue additional Situational Awareness Statements as needed.
