Situation
The storm system track is now forecast to cross Massachusetts in the area of the Cape Cod Canal, which has increased the potential snowfall amounts in central and western MA. Lower amounts of snow will fall in southeastern MA and the Cape and Islands, where snow will transition to a rain/snow mix or possibly all rain Tuesday afternoon. Snow will begin in southwestern MA and along the south coast around 4:00 to 5:00 AM, reaching the Boston area by 7:00 AM and the New Hampshire border by 8:00 AM. Extremely heavy snowfall rates will occur across the Commonwealth, with snow falling at a rate of 2-4+ inches per hour beginning one to two hours after the storm's onset, and continuing to fall at this rate for several hours before tapering off in the afternoon. Precipitation will end in southeastern Massachusetts by mid-afternoon, but will linger into the evening across much of the rest of the Commonwealth, with snow not ending completely in western MA until daybreak Wednesday.
The coastline will experience high winds in the afternoon tapering off in the evening, with the outer Cape and Nantucket experiencing sustained winds of 40-45 mph and gusts up of 60-70+ mph, Cape Ann experiencing 45-50 mph sustained winds and 60-65 mph gusts. Other areas of MA will experience 25-30 mph sustained winds with gusts of 30-50 mph.
Minor to moderate coastal flooding is expected with this storm during the early Tuesday afternoon and 1 am Wednesday high tides. The most vulnerable areas for coastal flooding would be east and northeast facing coastlines for the Tuesday afternoon high tide, and north and northeast facing coastlines for the early Wednesday morning high tide.
The storm is expected to produce:
* A widespread 12-24 inches of snow, with the highest totals possible in central and western Massachusetts. Southeastern Massachusetts and the Cape and Islands will see lower totals as snow transitions to rain or a rain/snow mix Tuesday afternoon.
* Very heavy snowfall rates of 2-4+ inches per hour, continuing for several hours.
* Isolated thunderstorms.
* Damaging wind gusts (30-50 MPH inland; 50-70+ MPH along the coast).
* Potential for minor to moderate coastal flooding, especially during Tuesday afternoon/early Wednesday high tides.
Potential Impacts:
* Hazardous travel due to near-zero visibility at times.
* Downed trees and power outages, especially in areas where snowfall is wet and heavy.
* Blowing and drifting snow is a concern; up to 3 foot drifts possible.
* A few flooded shore roads, possible pockets of more significant flooding.
* Potential icy conditions as temperatures in southeastern Massachusetts drop into the teens Tuesday night.

Executive Branch State Office Closure for Tuesday
Governor Baker has announced that Executive Branch offices will be closed for all non-emergency personnel on Tuesday, March 14.
Energy Updates:
* The Department of Public Utilities reports that electric utilities are securing additional crews, pre-staging assets, and preparing to activate their Emergency Operations Centers to coordinate restoration efforts in their service areas.
* The Division of Energy Resources (DOER) facilitated a conference call earlier this afternoon to discuss fuel industry preparations in advance of the storm:
o Petroleum terminals have seen an uptick in truck traffic filling up. Most terminals have adequate supply of all products, though a couple of terminals in MA have started to allocate supplies due to delays in ships coming in or having to wait out the weather until Wednesday.
o Fuel dealers are topping off tanks and responding to consumer calls for fill ups. They are very busy as consumers on automatic delivery and "will calls" request fill ups before the storm. Delivery delays following the storm are possible due to poor road conditions or inability to access fill pipes. At this time no members are requesting Driver Hour waivers.
o Depending on the status of the wind and power losses, demand for propane for fueling generators may be higher than normal after the storm.
o The interstate pipeline companies serving Massachusetts report no issues of concern in advance of the storm. Algonquin and Tennessee report strong demand with the recent cold weather but no operational issues in the MA area. Distrigas reports no operational issues; they received an LNG shipment in the middle of last week.
Transportation Updates:
* The MBTA reports that the Commuter Rail will be running on a severe weather schedule on Tuesday. Ferry services will be suspended and bus shuttles will replace service on the Mattapan line.
* Customers of The RIDE paratransit services should expect delays in service. The RIDE strongly recommends that customers check with the contractor serving their area directly as services may be curtailed.
* Beginning at 7 AM Tuesday morning, tandem trucks and those requiring specialized permits will be restricted from the MassPike (I-90). The HOV lane will be closed for the morning and evening commutes.
MEMA Operations
The State Emergency Operations Center (SEOC) at MEMA Headquarters in Framingham is currently operating at Level 1 (Steady State Monitoring). The SEOC will activate to Level 2 (Partial) at 6:00 AM on Tuesday morning. At this time, the following ESFs have committed representatives for the SEOC:
* ESF-1 (Transportation): MassDOT
* ESF-3 (Public Works/Engineering): Department of Conservation and Recreation
* ESF-6 (Mass Care/Sheltering): American Red Cross
* ESF-8 (Public Health/Medical): Department of Public Health
* ESF-12 (Energy): Department of Public Utilities, Eversource, and National Grid
* ESF-13 (Public Safety/Security): Massachusetts State Police
* ESF-16 (Military Support): MA National Guard
MEMA hosted a conference call with local EMDs this afternoon at 5:30 PM. Additional calls will be scheduled as needed. MEMA will continue to participate in conference calls with NWS, monitor the situation, and issue additional Situational Awareness Statements as needed.
