SUBJECT: Major Winter Storm

SITUATION
Heavy snow continues to impact the Commonwealth. The NWS expanded the Blizzard Warning into the Boston to Providence corridor; strong winds will result in white out conditions at times and travel is highly discouraged in this region through early evening. Overall a widespread 10 to 18 inches of snow is anticipated for most of the region. Heavy snow tapers off to a lighter snow by 3 pm and should come to a complete end by 6 pm in Western MA. Heavy snow will fall at the rate of 2 to 4 inches at times before diminishing in intensity between 5 and 8 pm from west to east.  Lighter snow will then end in most locations by 10 pm, but may linger a few hours longer across the Cape and Nantucket. Damaging wind gusts of 55-70 mph through 8 or 9 pm this evening across the Cape and Islands. Tree damage and power outages are a big concern especially given the wind chills dropping between 0 and 10 below zero tonight.

SEOC OPERATIONS:

·       ESF 1 (Transportation): MassDOT
~ All Districts are in snow and ice operations with 3,686 pieces of equipment operating statewide.
~ Pavement temperatures in all districts are at or below freezing. Roadways are snow covered.
~ I-95 NB, Exit 57 (Newburyport) – disabled plow truck (right travel lane closed).
~ I-90 WB, MM 95.3 (Millbury) – jack knifed TT (right travel lane closed).
~ RT-141 (Mountain Rd, Easthampton) - road is closed.
~ Mass Pike - speed limit has been reduced to 40 mph with no tandems and propane from the NY border to Boston.
~ Logan Airport remains open with reports of airlines cancelling multiple flights.
~ Worcester Airport remains open with reports of airlines cancelling multiple flights.
~ Hanscom Field remains open with full snow crews operating on the airfield.
~ Commuter Boat: Service has been suspended on the Hingham, Hull, Boston route until the 3:35 pm trip out of Rowe’s Wharf.
~ Commuter Rail: slight delays on the Fitchburg line.
~ Southeastern Regional Transit Authority (SRTA): all service cancelled today.
~ Brockton Area Transit Authority (BAT): operating on snow schedule for all Brockton Service, Ashmont, Stoughton, Rockland, Mini Maller service are operational but expect delays. Paratransit service is operating.
~ Montachusett Regional Transit Authority (MRTA): Due to the storm all Council of Aging rides in Ashby, Fitchburg, Leominster and Gardner; as well as all Boston, Worcester, and the Fitchburg State shuttles for today February 9, 2017 are cancelled. Job Access Reverse Commute (JARC) night service has also been cancelled. All snow routes are in effect.
~ Franklin Regional Transit Authority (FRTA): Cancelling all fixed route transportation except for the Route 21 Greenfield Community after 3:00 pm. The following trips will be the last run of the day: 1:00 pm Route 31 into Northampton and Route 32 into Orange; 2:00 pm Route 22 into Montague; 3:15 pm Route 21 Greenfield Community. After the 3:15 pm Route 21 Greenfield Community completes its run, all service will be suspended until tomorrow.
~ Merrimack Valley Regional Transit Authority (MVRTA): Commuter Bus Service from Methuen, Lawrence, Andover to Boston: Only one return trip from Boston this afternoon: Trip B6 leaving Bedford Street at 5:00 p.m. Commuter Bus Service from North Andover to Boston: return trip from Boston at 5:30 cancelled.
~ MetroWest Regional Transit Authority (MWRTA): Will be terminating all Fixed Route and Demand Response service beginning at 12:00 pm today. All service will be ended by 1:00pm.
~ Pioneer Valley Transit Authority (PVTA): suspending bus services starting at 1:30 pm.
~ The Steamship Authority has suspended all of today's remaining ferry service on the Nantucket and Martha’s Vineyard routes due to high winds and rough seas.
~ All RMV branches closed.

·       ESF 3 (Public Works): DCR
~ MassParks are in snow and ice operations with 185 pieces of equipment.
~ DCR Skating Rinks and Cass Sports Complex: DCR skating rinks and the Melnea Cass Sports Complex will be closed today, until further notice.
~ Beginning today, at 10:00 am and until further notice, the DCR will institute a parking ban on all DCR roadways within municipalities in the Greater Boston area due to weather conditions from an incoming winter storm. DCR roadways impacted by the parking ban include, but are not limited to: Day Boulevard in the City of Boston, Lynn Shore Drive in the City of Lynn, Fellsway East in the City of Malden, Revere Beach Boulevard and Ocean Avenue in the City of Revere, and Winthrop Shore Drive and Winthrop Parkway in the Town of Winthrop. MA State Police will ticket and tow any vehicles that are parked on the roadways while the parking ban is in effect.

·       ESF 4 (Fire Fighting): DFS

·       ESF 8 (Public Health and Medical): DPH
~ DPH OEMS has issued a Weather Related Waiver for Staffing in EMS Regions I, II, III, IV and V. The waiver will be in effect from 8 am Thursday, February 9, 2017 to 8 am Friday, February 10, 2017.
~ No issues reported with public health facilities.

·       ESF 12 (Energy): DPU
~ Pilgrim Nuclear Power Plant has decided to shut down its reactor due to the deteriorating weather conditions.

            Troop A - Northeastern: Roads are snow covered and snow is falling heavily through the Troop. Wind is heavy causing wind-blown snow. Traffic is light ​

·       SP Andover in reports several spin outs with no injuries


            Troop B - Western: Snow continues accumulating, all roads being treated by MA DOT

·       CAT Teams reassigned to Snow Ptl, Troop S re-assigned to Snow Ptls

·       SP Springfield/B3:  1 current CRASH. Cruisers on scene.

            Troop C – Central: Heavy snow falling throughout the troop area.

·       SP Athol / C-1:  One Tractor Trailer and two cars off the road Rt. 2 WB Exit 22 Gardner CLEARED.  Mass Highway requested to plows Rt. 2 ramps in the station area.

·       SP Millbury / C-2:  One Tractor-Trailer in the Median Rt. 146 S.B. prior to Exit 2.
Two vehicles to be winch out on Rt. 495.  3 inches of snow reported on Rt. 495.

·       SP Leominster / C-4:  Rt. 495 One vehicle off the road.

·       SP Holden / C-6:  A few minor spin outs.

            Troop D - Southeastern:

·       SP Norwell-Very heavy snow and wind blizzard conditions. Numerous accidents and winch outs.

·       SP Yarmouth-Heavy snow and winds. A couple of winch outs only, rest of road clear of accidents.

·       SP Dartmouth-Blizzard conditions very heavy snow with high winds. Numerous accidents and winch outs.

·       SP Middleboro-Blizzard conditions very heavy snow with high winds with numerous accident and winch outs.

·       SP Bourne-Heavy snow and winds. Some winch outs, no accidents.

·       SP Oak Bluffs-Blizzard conditions high winds ferry service has been suspended at this time until further notice.

·       Motor Vehicles still able to traverse the roads if they use caution. Low visibility conditions.
            Troop E - Turnpike - Zakim Bridge – Tunnels: The speed limit on the Massachusetts Turnpike has been reduced to 40mph. There is a restriction on Tractor-Trailer Tandems and Specially permitted vehicles.

·       SP Weston/E-1: No significant incidents to report. Roads are being treated.

·       SP Charlton/E-2:  Slippery conditions with low visibility. Speed reduction 40 mph. Restriction on Tractor Tandems and Specialty permitted vehicles. Visibility given as 25 feet. No major accidents

·       SP Westfield/E-3: Roadways covered with low visibility, white out conditions. Roadways being treated.

·       SP Tunnels/E-4: No significant incidents to report. Traffic light. Roadways being treated. Minor accidents.

·       H-3/SP Foxboro:  The areas of Route 95 Walpole and Route 495 Wrentham are snow covered with several motor vehicle spinouts.  MA Hwy has been advised of conditions.

·       H-6/SP So. Boston: Quincy Shore Drive, Morrissey Blvd and Route 93N at exit 14 are all now open; flooding has subsided.

The SEOC will continue to monitor conditions during the storm and issue additional Situational Awareness Statements as needed.
