RE: Partial Activation of State Emergency Operations Center
Situation
A winter storm with snow, sleet, freezing rain and rain will move into the state this afternoon and last into Sunday. In most areas of the state, the precipitation will start as snow before transitioning to sleet and freezing rain. In many areas, the precipitation will end as rain on Sunday. In western and central Massachusetts, 2" to 4" of snow is expected, with higher amounts (up to 6") in some areas. Particularly in western and central Massachusetts, snow may be moderate to heavy for periods of time this evening. Lower amounts of snow are expected in Eastern Massachusetts.
In Berkshire County, ice accretions of up to .10" are possible. In Franklin County, Western Hampden County, and Western Hampshire County, ice accretion of .2" to .4" is possible. Further to the east, only trace amounts of ice are anticipated.
On Sunday, winds in south coastal areas may gust to 50 mph, and winds in western Massachusetts may gust to 35 mph.
Because of the potential for power outages due to ice accretion in western Massachusetts and strong winds on Sunday in south coastal Massachusetts, the State Emergency Operations Center (SEOC) will activate at Level 2 (Partial Activation) starting at 5 pm today (Saturday). The SEOC will stand up its Operations and Planning Sections and will be supported by the following Emergency Support Functions (ESFs):
ESF-1 (Transportation): MassDOT
ESF-3 (Public Works and Engineering): Department of Conservation & Recreation
ESF-12 (Utilities): Department of Public Utilities, National Grid, Western MA Electric
ESF-13 (Public Safety & Security): Massachusetts State Police
The State EOC may be contacted by telephone at 508-820-2000. WebEOC also will be utilized and monitored: please use the 2015 January Incidents Board.
MEMA Operations
The State Emergency Operations Center (SEOC) is operating at Level 1 (Steady State Monitoring). The SEOC will increase its activation level to Level 2 (Partial Activation) at 5 PM.
