[W1SMH] Field day submittal

There is a checkbox in the ARRL submittal form for the message to the
section manager.  This is checked off.

There are 100 points for this message on the Robot response.
NTS message to ARRL SM/SEC 100

There is only one totals category for all messages handled - That's why
11.

There is no other place to distinguish these categories as far as I can
tell.
