Hello all,
    There has been a good deal of interest in the NA CERT program within =
this group. All of us have communications experience and some even =
emergency communications experience. This is vital in emergency =
situations. This is one reason that I am seeking leaders from this group =
first.
    The organization of the CERT team for NA will be as follows with one =
exception- we will be adding a Deputy Team Leader just under the Team =
Leader.=20

      All officers will be required to stay in constant communication =
with the team leader and attend monthly meetings. For those officers =
that have not had the basic CERT training, they will be required to take =
it before Jan 1 2004.

      We are looking for the following officers

      Deputy Team Leader

      The "pre-disaster" deputy team leader duties are to assist the =
team leader in:

        a.. keeping rosters and training records of the CERT members =
within his/her team;=20
        b.. developing a written response plan for team operations for =
the types of disasters the team is likely to encounter;=20
        c.. seeking advanced training and scheduling periodic table-top =
or small scale drill meetings to hone the team member skills;=20
        d.. developing and maintaining a cache of supplies and equipment =
needed to implement your response plan, and insure that they are kept =
current and weatherproof;=20
        e.. scheduling regular meetings with CERT members to keep =
"in-touch" and address any issues that face the team as a whole;=20
        f.. encouraging team members to keep current on disaster =
preparedness skills;=20
        g.. with the help of team members, taking pre-disaster surveys =
to seek out post-disaster resources, personnel, tools, and equipment;=20
        h.. developing and maintaining a neighborhood map indicating =
CERT members, block captains, possible hazards, physically impaired =
persons, active wells, staging areas/EOC's, and cache(s);=20
        i.. being friendly and include all team members no matter =
religion, race, creed, etc.=20
      The deputy team leader duties during "response" are to assist the =
team leader in:

        a.. Implementing the team response plan upon arrival at the =
command center;=20
        b.. performing preliminary damage assessments;=20
        c.. listing all team members and volunteers including duty =
assignments, shift schedules and current location;=20
        d.. receiving and evaluating all incoming field reports and =
data;=20
        e.. listing all available resources, begining a status board, =
establishing communications with local EOC(s);=20
        f.. assigning personnel based on abilities or limitations and =
assigning SAR, Fire, Medical and Logistics teams to specific jobs based =
on evaluation of available information;=20
        g.. Insuring sufficient food, water, shelter and rest for each =
team member or volunteer.=20
      Logistics Officer
      The "pre-disaster" logistics officer duties are:

        a.. assist the team leader in developing the team response plan; =

        b.. develop lists of supplies and equipment needed to implement =
the response plan;=20
        c.. locate a site for the team cache which is reasonably secure, =
yet accessible, and is away from potential hazards such as flooding =
streams and the like;=20
        d.. develop several donation campaigns aimed at procuring items =
for the cache;=20
        e.. develop and maintain a running inventory of all cache items; =

        f.. develop liaisons with local emergency managers, fire =
departments or rescue companies.=20
      The logistics officer duties during "response" are:

        a.. open the team cache and set up the staging area;=20
        b.. list all team members and volunteers as they arrive at the =
staging area;=20
        c.. establish communications with team members and other EOCs;=20
        d.. develop a shift schedule of disaster workers and =
equipment/supplies resources list;=20
        e.. issue supplies and equipment from the team cache;=20
        f.. account for all materials issued at all times;=20
        g.. arrange for food, water and shelter for all team members, =
volunteers and displaced people in the service area;=20
      Medical Officer

      The "pre-disaster" medical officer duties are:

        a.. assist the team leader and logistics officer in team =
response plan development including lists of necessary supplies and =
equipment;=20
        b.. develop or obtain documentation forms (i.e; triage tags, =
patient assessments, in/out logs, etc.);=20
        c.. identify training needs of medical staff and arrange special =
training sessions as needed;=20
        d.. locate sites for use as treatment areas and morgues.=20
      The medical officer duties during "response" are:

        a.. setup triage, treatment and morgue areas;=20
        b.. obtain medical supplies and equipment from the logistics =
officer;=20
        c.. assign triage, treatment and transportation teams and issue =
needed supplies, equipment and documentation;=20
        d.. insure each team member or volunteer follows current =
accepted medical treatment protocols.=20
      Search and Rescue Officer

      The "pre-disaster" search and rescue officer duties are:

        a.. assist the team leader and logistics officer in team =
response plan development including lists of necessary supplies and =
equipment, and evacuation plans for the neighborhood;=20
        b.. develop or obtain documentation forms (i.e; triage tags, =
damage assessments, maps, etc.);=20
        c.. identify training needs of SAR staff and arrange special =
training sessions as needed;=20
        d.. locate sites having special hazards and collect and map data =
on team maps;=20
        e.. perform neighborhood surveys to locate neighbors with =
special needs, etc., also map this data.=20
      The search and rescue officer duties during a "response" are:

        a.. setup search grids and prioritize search areas;=20
        b.. obtain medical and SAR supplies and equipment from the =
logistics officer;=20
        c.. assign triage, search and safety teams and issue needed =
supplies, equipment and documentation;=20
        d.. insure each team member or volunteer follows current =
accepted safety protocols.=20
      Fire Suppression Officer

      The "pre-disaster" fire suppression officer duties are:

        a.. assist the team leader and logistics officer in team =
response plan development including lists of necessary supplies and fire =
fighting equipment;=20
        b.. develop or obtain documentation forms (i.e; damage =
assessments, maps, etc.);=20
        c.. identify training needs of fire suppression staff and =
arrange special training sessions as needed;=20
        d.. locate sites having special fire or hazardous materials, =
collect and map data on team maps.=20
      The fire suppression officer duties during a "response" are:

        a.. setup search grids and prioritize fire suppression =
activities;=20
        b.. obtain fire extinguishers and fire fighting equipment from =
the logistics officer;=20
        c.. assign fire suppression teams and issue needed supplies, =
equipment and documentation;=20
        d.. insure each team member or volunteer follows current =
accepted safety protocols.=20
