Refering to the discussion of the " seasoned operator " for the GOTA, I =
was looking at the 2002 ARRL FD rules in section 4.1.1.1 thru 4.1.18. In =
no place do I see anything that say's a seasoned operator cannot =
operate.

I have the 28 page copy, could someone point out in which section it =
states to the contrary?
