[PARC] White Can Net and Changes to Repeater Announcements

As discussed at the last meeting, the white cane net will now only be on
VE3RB.

The PARC Repeater network announcement has been moved to be every 2 hours
from 08:30 to 20:20

Time announcements only occur on the hour from 8AM to 10PM.
