[PARC] New Repeater VE3TZM Operational

Thanks to months of hard work by the Tech Team. PARC's newest repeater
VE3TZM is operational.

Has been heard from as far away as Havelock.

This new repeater operates on 444.0625 (+) is Yaesu C4FM Only T00R00, and
will be Wires-X Enabled.

It operates at the same site as VE3BUY.

Wires-X is currently not working, small computer glitch and should be fixed
tomorrow afternoon.

Additionally an APRS IGate was added at VE3BUY.
