You are correct.  It's also best not done by a bunch of clowns in  Fairmont 
Minnesota who want to ram their own agenda down the throats of  people in Texas 
at all costs.

The ARRL band plan is only a guideline, written  by folks in the northeast
part of the country to fit their needs. It's used  in fewer places than it's
not. It's also got plenty of technical problems  that make it a distant third
choice among the three in common  use.

Band planning is best done by folks in the area who know what the  conditions
are, not a bunch of folks in Newington and New York City.
