[TxHam] Texas Radio Operator License Plates

Same as it has always been.  Something different I didn't see????  Got 4
vehicles in the driveway with call-plates.  Two vehicles have the same call.
Some counties even allow you to renew them on line.  Some make you pay the $1
fee manually every year.  We are lucky - El Paso county is an on-line county.
