[TWIAR] New list for anchors

Just a heads-up, but those of you who are news anchors and readers for 
TWIAR are not subscribed to the "Anchors" mailing list.  This is so that 
George can send out requests for help on reading news items or give a 
heads-up on delays or schedule conflicts.

It's announce-only, and traffic to the list is expected to be light.
