Rumsfeld Names CEO To Be Spectrum Protector

WASHINGTON, D.C., U.S.A., 08 Jan 2002 (NB) -- By Dawn S Onley,
Government Computer News. Defense Secretary Donald Rumsfeld deems an
area of radio frequency bands used by the Defense Department as so
crucial that he has hired a telecommunications industry executive to
focus on protecting that electromagnetic spectrum.

Rumsfeld has named Steven Price, former president and chief executive
officer of LiveWire, as a deputy assistant secretary of Defense for
spectrum and command, control and communications policy. LiveWire, of
White Plains, N.Y., is an investment and management company that
concentrates on companies providing software and Internet products and
services for the media, telecom, utility, advertising and new media
industries.

Since 1990, the government has ceded 247 MHz of bandwidth to industry.
Today, the Defense Department is battling with the wireless industry
over a portion of its 1,755- to 1,850-MHz band.

Most of the band would remain under DOD control if a plan by the
National Telecommunications and Information Administration and the
Federal Communications Commission is proven to be feasible. But a
portion of the band -- between 1,755 and 1,770 MHz -- would be turned
over to the wireless communications industry for the development of
commercial wireless services.

Price's appointment marks the first time spectrum issues have risen to
the deputy assistant secretary of Defense level, Defense officials said.
Price is a lawyer by profession with degrees from Brown University and
Columbia University School of Law.

In a DOD statement, Price said he will use his new position "to help DOD
build a global secure wide-band network, with wireless access, for
warriors in the field so that bandwidth does not limit or impede U.S.
military capability."
