[TVI-RFI-EMI] Anyone observed damage to the "guard wire grounds"?

This sounds familiar. About two years ago a ham received a letter from the
power company's attorney stating they would respond to his complaints after
receiving a retainer/deposit. If they found the source to be something that
would lead to a catastrophic failure they would make the repairs and refund
his money. If otherwise, he would lose the deposit. 
That was written on company letterhead by the attorney and CC'd to the ham
and the FCC.
