He might try simply stating "Your television is interfering with my radio.
There are measures available on the market to prevent this, at no cost or
effort to you, I'd like to try it.  This can be done late in the evening
when everyone is in bed so that they are not inconvenienced"

If that doesn't work, try contacting the cable TV company to make certain
they are in compliance, they can check their own lines for leakage of
garbage coming back up the line from the TV.

If that doesn't work, time to play rough.
