[TVI-RFI-EMI] sort of off topic

I recently had a broadband loud interference.
Really wiped out my radio as it was at least s8-9 on all bands.
It would disappear when it rained. Reappearing about 1 day later.
Using the yagi to at least give me some idea was not helpful.
Then I saw old ComCrap doing work on the lines in two locations near me.
And now I'm back to just normal ambient noise common to a urban setting.
So...I may be jumping to conclusions, or am I?
one other question for cable knowledgeable people.
What is the purpose of those tear drop cable brackets on the cable line.
They are approximately 18" in diameter at widest part and seem only to be
used to redirect the cable back on it'self.
Are they to control the bending radius as to not migrate the inner
conductor?
