[TVI-RFI-EMI] interference

i  recently moved to burlington ky. i set up my hf
station and much to my surprise, the noise level is a
steady s-5. it sounds like a giger counter that has
found the mother load. i shut down the main breaker to
the house and used a car battery. same noise.  i do
not have cable tv however it is in the neighborhood
and i do not think that bpl is in this area? any
