I think they have marked all my utilities or least enough so that I know where I am going to install my antenna.  I was cleaning out my garage and I found the tile over mount to a Titan Gap antenna so I am going to use this as the mount that way it is "temporary".  If that does not work, then I and using a ground screw designed for antenna.  I am now Filling out the paperwork for approval.  Hopefully it will be up and running soon.
