I checked on the ARRL website, and this is a real thing, not a scam. Grouper will pay for your membership in the ARRL, the TVARC, and other ham related activities. Eligibility depends on your medical insurance plan. Unfortunately, mine does not make me eligible, but others might be.  This plan will pay quite a bit of money to you if you remain active in ham related activities.
