[TVARC] Strange Calls on FT8

For some time now, I've been getting calls from stations with odd call
signs (e.g., Y22CKA) that usually add an "R" in the call line.  The grid is
often on the high seas somewhere.  Signal strength is weak, -18 or less,
and I get just the one call.  I don't bother to answer the station since it
may be a pirate.

Anyone have an idea what these calls are?  Perhaps a bored commercial ship
operator playing around on the amateur bands?
