In accordance with the Presidential Proclamation issued on
Tuesday, May 24, 2022, honoring the victims of the tragedy in Uvalde, Texas,
flags should be raised to full staff at sunset, Saturday, May 28, 2022.
A second proclamation has been issued for flags to be lowered to half-staff this
Memorial Day in honor and recognition of all of our fallen heroes.

Flags are at half-staff until noon only, at which point they are raised to full staff.

The half-staff position remembers the men and women who gave their lives in service of their country.
At noon their memory is raised by the living, who resolve not to let their sacrifice be in vain, but to rise up in their stead and continue the fight for liberty and justice for all.
The hour beginning in each locality at 11:00 a.m. of this day as a time to unite in prayer and beginning at 3:00 p.m. local time observe the National Moment of Remembrance
THE NATIONAL MOMENT OF REMEMBRANCE
Established by Congress and signed into law on December 28, 2000, asks Americans, wherever they are at 3 p.m., local time, on Memorial Day, to pause in an act of national unity for a duration of one minute. The time 3 p.m. was chosen because it is the time when most Americans are enjoying their freedoms on the national holiday. The Moment does not replace traditional Memorial Day events; rather, it is an act of national unity in which all Americans, alone or with family and friends, honor those who died in service to the United States.

Mandatory raising of the flag is required on six days each year:
Armed Forces Day in May, Memorial Day in May, Flag Day in June, Independence Day in July, National POW/MIA Recognition Day in September, and Veterans Day in November.
Advocates began pushing for the year-long display of the flag in 2019 after some lawmakers in Washington, D.C. stopped displaying the black and white “you are not forgotten” banner outside their congressional offices.
The new law applies only to a specific set of federal buildings, including the White House, U.S. Capitol, the Pentagon and Department of Veterans Affairs headquarters. Every post office throughout the country will also be required to fly the POW/MIA flag.

Memorial Day started as an event to honor Union soldiers who had died during the American Civil War. It was inspired by the way people in the Southern states honored their dead. After World War I, it was extended to include all men and women who died in any war or military action.
Memorial Day was originally known as Decoration Day. The current name for this day did not come into use until after World War II. Decoration Day and then Memorial Day used to be held on May 30, regardless of the day of the week, on which it fell. In 1968, the Uniform Holidays Bill was passed as part of a move to use federal holidays to create three-day weekends. This meant that that, from 1971, Memorial Day holiday has been officially observed on the last Monday in May. However, it took a longer period for all American states to recognize the new date.

PRESIDENTIAL PROCLAMATION
Prayer for Peace, Memorial Day 2022
On Memorial Day, we remember the patriots who gave their lives in the service of America, in the service of freedom, and in the service of justice. They made the ultimate sacrifice to defend our Constitution and our democracy. We are free because they were brave, and we live by the light of the flame of liberty they kept burning. They are all heroes, and our Nation is forever grateful.
Those who wear the uniform of the United States Armed Forces know the pride of service and what it means to dedicate themselves to a cause greater than themselves. These women and men put their lives on the line for an idea — the idea of America. They are the best of us. On this day, as we honor the fallen angels who consecrated this great Nation and the ideals that we stand for with their blood, we rededicate ourselves to the unending work of bringing our country ever closer to that more perfect Union for which they died.
Today and every day, we ask God to protect our troops, to shine light perpetual upon the fallen, and to bring comfort to their families. To those who mourn a loved one, and to America’s Gold Star Families who have lost a loved one in conflict, my heart aches for you. Our Nation owes you and those you have lost a tremendous debt that we can never fully repay. On Memorial Day, we vow to honor their memories and support the families, caregivers, and survivors they left behind.
As we honor the memories of our fallen heroes, we are grateful for the future they made possible for us and rededicate ourselves to seeking enduring peace. Our heroes gave their lives for our country, and they live forever in our hearts — forever proud, forever honorable, and forever American.
In honor and recognition of all of our fallen service members, the Congress, by a joint resolution approved May 11, 1950, as amended (36 U.S.C. 116), has requested that the President issue a proclamation calling on the people of the United States to observe each Memorial Day as a day of prayer for permanent peace and designating a period on that day when the people of the United States might unite in prayer and reflection. The Congress, by Public Law 106-579, has also designated 3:00 p.m. local time on that day as a time for all Americans to observe, in their own way, the National Moment of Remembrance.
NOW, THEREFORE, I, JOSEPH R. BIDEN JR., President of the United States of America, do hereby proclaim Memorial Day, May 30, 2022, as a day of prayer for permanent peace, and I designate the hour beginning in each locality at 11:00 a.m. of that day as a time when people might unite in prayer and reflection. I urge the press, radio, television, and all other information media to cooperate in this observance. I further ask all Americans to observe the National Moment of Remembrance beginning at 3:00 p.m. local time on Memorial Day.
I request the Governors of the United States and its Commonwealths and Territories, and the appropriate officials of all units of government, to direct that the flag be flown at half-staff until noon on this Memorial Day on all buildings, grounds, and naval vessels throughout the United States and in all areas under its jurisdiction and control. I also request the people of the United States to display the flag at half-staff from their homes for the customary forenoon period.

"In Flanders Fields" is a war poem in the form of a rondeau, written during the First World War by Canadian physician Lieutenant-Colonel John McCrae. He was inspired to write it on May 3, 1915, after presiding over the funeral of friend and fellow soldier Alexis Helmer, who died in the Second Battle of Ypres.
As with his earlier poems, "In Flanders Fields" continues McCrae's preoccupation with death and how it stands as the transition between the struggle of life and the peace that follows. It is written from the point of view of the dead. It speaks of their sacrifice and serves as their command to the living to press on.
It is one of the most popular and most quoted poems from the war. As a result of its immediate popularity, parts of the poem were used in propaganda efforts and appeals to recruit soldiers and raise money selling war bonds. Its references to the red poppies that grew over the graves of fallen soldiers resulted in the remembrance poppy becoming one of the world's most recognized memorial symbols for soldiers who have died in conflict. The poem and poppy are prominent Remembrance Day symbols throughout the Commonwealth of Nations, particularly in Canada, where "In Flanders Fields" is one of the nation's best-known literary works. The poem also has wide exposure in the United States, where it is associated with Memorial Day.
McCrae's poem had a huge impact on two women, Anna E. Guerin of France and Georgia native Moina Michael. Both worked hard to initiate the sale of artificial poppies to help orphans and others left destitute by the war. By the time Guerin established the first sale in the U.S., in 1920 with the help of The American Legion, the poppy was well known in the allied countries — America, Britain, France, Canada, Australia and New Zealand — as the "Flower of Remembrance."

Marine Corps Cpl Joe Coaxum experienced a personal connection with the USAA Poppy Wall of Honor in Washington, D.C., over Memorial Day weekend. He served as a TOW Gunner during the Gulf War, one of the many military conflicts in which Americans lost their lives.
