[TVARC] FT8 Issue

Hi Pete.  I have seen an occassional station decode below 200 Hz and I
haven't been able to drop down to his trace.  Most of the time I will
call off-frequency for a station so I don't worry about his frequency
unless he refuses to acknowledge stations on other frequencies.  In that
case, I roll down about 500 Hz below the normal WSJT-X frequency (e.g.,
7073.5 kHz) so I can zero-beat him.
