[TVARC] Callsign 'HQ'

I've been working the IARU contest and have worked over a dozen stations with callsign suffix HQ - Hotel Quebec.  I've not experienced so many stations with the same suffix.  Is there some significance to that suffix?  Is it specific to this contest?
