The Russians are trying to "Russianize" the occupied region by allowing
their own "official" amateur operation.  It reminds me of when Kosovo
broke away from Serbia and the Z6 prefix showed up.  D1DX may be an
unofficial operation to the rest of the world until the IARU makes a
move.
