You can go with an OCF flagpole.  No radials needed with a vertical dipole just a tuner at the base.

Here is what I am dealing with.  This Google Earth photo was some years ago.  The tall palm trees are gone.  I am thinking of putting the flagpole where the tall palm was in the front "yard".  Not much room, especially for radials.  The rear patio is all concrete, so no good place to stick a flagpole.  Others have suggested some form of wire antenna.  Not much roof for that, but doable and probably an easy first start.  I have lots to think about so thanks everyone for the suggestions.

I recommend that you put down radials regardless of the length.  A
flagpole vertical needs a counterpoise to have any kind of radiation
pattern other than NVIS.  There are some verticals that claim no
counterpoise necessary but they often have 3 or 4 short, elevated
radials.  Such antennas are a non-starter for avoiding the dreaded
covenant police.

If your property geometry supports it, mount your vertical off a corner
of the house to give you some room for longer/more radials.  I have a
Hygain 6BTV flagpole vertical off a corner of the house that enabled me
to run 60+ radials that vary from 55 feet to 10 feet in length. 
Installing radials is not as pains-taking as you may think.  I used a
weed-whacker to cut slits in the lawn and lay the radials.  Mother Nature
covered them nicely in a few weeks.
