Steve,

I recommend that you put down radials regardless of the length.  A
flagpole vertical needs a counterpoise to have any kind of radiation
pattern other than NVIS.  There are some verticals that claim no
counterpoise necessary but they often have 3 or 4 short, elevated
radials.  Such antennas are a non-starter for avoiding the dreaded
covenant police.

If your property geometry supports it, mount your vertical off a corner
of the house to give you some room for longer/more radials.  I have a
Hygain 6BTV flagpole vertical off a corner of the house that enabled me
to run 60+ radials that vary from 55 feet to 10 feet in length. 
Installing radials is not as pains-taking as you may think.  I used a
weed-whacker to cut slits in the lawn and lay the radials.  Mother Nature
covered them nicely in a few weeks.
