Yes.  4U1ITU (ITU HQ) does count as a separate country.  But 4U1WB (World Bank in DC) and 4U1A (Austrian UN hams - which I also worked this weekend) only count for their home countries .

Why this rates a separate country status is 

beyond me. Kind of like the Soverign Military 

Order of Malta. Oh well, it counts!
