Thanks for the corroborating observation.  One minor correction to my
post:  the K3 remembers drive setting by band only, not band and mode. 
Doing it by mode would require new software if, for example, one wanted
to limit FT4/FT8 modes to a lower power output vice CW, RTTY or SSB.
