Hi Members of TVARC's Mailing List,

As Bruce (WA1UTQ) reminded us about a week ago, there are two (2) proposals pending before the FCC regarding amateur radio licensing.  You may want to review them and then submit your feedback on them via the FCC's Electronic Comment Filing System (ECFS).

The first proposal (RM-11828) is the ARRL's 2018 Technician Enhancement Petition for Rule Making. It's requesting that the FCC grant new HF frequency privileges (in the 80, 40 & 15 meter bands) to Technician class licensees.

The second proposal (RM-11829) was submitted by Gary A. Hampton (AD0WU), of Longmont, Colorado. In it, Hampton is asking the FCC to create a new "Tyro" entry-level license class. 

CAVEAT: These two independent, pending proceedings have official docket numbers (RM-11828 & RM-11829) that only differ by one (1) digit!; so, be careful when you enter them into the FCC comment system that you've specified the correct one that you want to submit comments on.

You can read a bit more about those proceedings in "The ARRL Letter", dated March 21, 2019 (at http://www.arrl.org/arrlletter?issue=2019-03-21/).  Of course, you can read the actual proposals at the FCC's ECFS and you can research them even further on the Internet ("Dr. Google").

Since I got "lost" navigating the FCC's ECFS automated system for submitting my comments on those two, I prepared this "cheat-sheet" navigation aid to help you avoid my mistakes:

Surf over to the FCC's Electronic Comment Filing System (ECFS) @ https://www.fcc.gov/ecfs

    Click on "Submit a FILING" in the top menu bar

      You should be taken to this URL: https://www.fcc.gov/ecfs/filings

    Select "Express Comment" (unless you want to file a more formal standard one)

      Enter the Proceeding# that you want to comment on:

        RM-11829 Gary A. Hampton (AD0WU) proposal to create a new "Tyro" entry-level license class
          -or-
        RM-11828 ARRL's proposal to grant additional HF privileges to Technicians

        Hit the "enter" key on your computer's keyboard after entering the appropriate RM#

      Complete all the REQUIRED fields (your name as filer, email contact, address, city, state, zip)
        CAVEAT: Be sure to hit the "enter" key on your computer's keyboard after entering your name a filer
    
      Then enter your Comments about the proceeding in the "Brief Comments" box (it does scroll; so it can be some length)

       Click (toggle on/yes) to get an email confirmation of your express comment submittal

    Click on the big light blue button "Continue to review screen" when you're done entering your express comments
    
    You should be taken to the review your comments screen @ https://www.fcc.gov/ecfs/filings/express/review
    
      Take your time to review your comments BEFORE submitting them (as you can go back from here to revise them if need be);
      Once satisfied with your comments, 
        Click on the light blue "Submit" button to actually submit your express comments to the FCC
        
          You should be taken to the "confirm" screen @ https://www.fcc.gov/ecfs/filings/express/confirm
        which simply displays your submitted express comments

          [Optional but advisable:] You may want to print this screen (or screen capture it) for your records.

Your DONE ... That's all folks!!!
